Correct Resolution on a CRT

I'm using a CRT for my old games, but I can't get ScummBM to display at the correct resolution.

I have my video card and windows set to not scale anything at all, and I have tried every combination of scaling options (with both OpenGl and SDL), but nothing will display my game at the correct resolution. No matter what I do, it will scale my game to my desktop resolution (1600x1200).

When I am using DOSBox, I can just tell DB to output at 640x400 and it works fine. I can't see any options in ScummVM to set any output resolution.

Can anyone point me in the correct direction here?

For reference, I'm trying to get this to work with Sam & Max.
