I want to play DreamWeb, but there's no speech, only the music.
Does anyone know how to fix this?

What version of DreamWeb did you download?
(I don't know if the floppy version features the same amount of music as the CD version does, so you might try that first)
What version of ScummVM were you trying?

The version of Scumm I'm using is the May 2016 update.

Also, "May 2016" is not that clear. The exact version of ScummVM is visible on the game launcher list page just above or below the logo. Can you provide this? e.g.

I have just tested with Dreamweb US CD Version from here:

This was on Linux x86_64 with the latest git version i.e.
ScummVM 1.10.0git1954-g1948b62-dirty (Jan 30 2017 02:52:15)
This has no issue with Speech which is read through out the Intro...

Apart from this, I would suggest testing with the latest v1.9.0 stable release which was released in October 2016:

There are differences between the US and UK datafiles hence why we host both. I think most of the differences are due to minor differences in spelling orthography between UK and US English i.e. color vs. colour etc.

You would need to play the US version against the UK version to see if there is a difference in scene where he barges in his first target, David Crane's hotel room.
