I have just spent a VERY long part of my life trying to figure out how to use the binoculars in the restaurant and how to stop them spinning. I swear, on several occasions my iPhone very nearly got launched across the room. So to save other folks the pain (oh, the pain), I thought I'd post an explanation here.
You have to right-click to move the "switch" below the viewer to the right. After a few clicks it will point upward and the viewer will stop spinning. To right-click, you hold one finger on the screen and click with the other. But after doing this once - the second press of the finger with the other still on the screen will be an ESC and you'll leave the binos and return to Sam.
Anyway, what you need to do it to put one finger on the screen and then drag that finger to where you want the click to register - just to the right of the switch. When that finger is in place, then press with the other finger. That should register a right-click in the correct place.
And to move the viewer left, it's just a left-click to the left of the switch.
Hope that helps someone.
