What version is your PSP's firmware? Such errors appear in newer firmwares, which block homebrew applications like ScummVM

The only folder(s) you need in PSP/GAME/ is/are scummvm-0.11.0-psp (Single Eboot) or scummvm-0.11.0-psp & scummvm-0.11.0-psp% (1.50 Eboot). Single Eboot will work in any folder (GAME, GAME150, GAME3XX) and on either kernal (3.XX may be buggy, not tried myself). 1.50 Eboot will only work in GAME150 (GAME if kernal is set to 1.50 in recovery menu). Will also only work on 1.50 kernal.

ScummVM games can go in any folder (i.e. PSP/SCUMMVM/*GAME NAME*/*DATA FILES*) as you can use the file browser to find them.
