Ultima VI Nitpickers Delight Patch does not include one change in ScummVM

I decided to replay Ultima VI with ScummVM and installed the Nitpickers Delight Patch. I know it is installed since it shows on the title screen when I start the game. I tested multiple adjustments from the patch within ScummVM and the adjustments are present except for one. One of the adjustments it makes is to give Jaana magic since she is a druid and should have magic. If I run the game in Dos Box, she has magic. If I run it in ScummVM, she does not have magic. It appears that this part of the patch is not working in ScummVM and I don't know why. Does anyone know of anything I can do to get that part of the patch to work?

I am aware of a cheat in-game that lets you modify a characters statistics but you cannot modify magic with this cheat.
