While you would have to initially set it up manually for each game, you can do it in the game's settings to override the global ScummVM settings. You could also use a separate ini for each game and start the game from a custom shortcut instead of the GUI.

Even if you managed to place it in that wrong directory, ScummVM would probably not be able to write to it, even if it could access it. If you can't sort out your user account, there will be other problems much bigger than not being able to use ScummVM. Sort that out and it will work.

To get to the ini, press "Windows key"+R and in the box that appears, type %AppData%\ScummVM and press "Enter". A folder will open. The "scummvm.ini" should be in it. If you have Windows set to hide the extention of registered file types, it may be named just "scum...

The Run box is hidden by default on Win 7, so Windows key+R->"cmd"->OK and then type "cd <directory where ScummVM executable is" at the command line, then type "scummvm.exe".

Don't get me wrong Tim20, it's nice to have everything on ScummVM, but on the other hand: for you it's at most 1 hour of istalling and setting DosBox up, for ScummVM developers it's months of hard work...
