You need to copy the actual "Resource" directory from your CD to the same directory where you have the COMI.LA0-2 files. It should work then.

I can't *really* help as I don't have Windows 8, but you might consider trying a daily build, as they often have newer bugfixes included.

It'd help if you gave a little more information, such as your OS, what compiler you're trying to use, etc. It's quite easy to compile on Linux, a bit harder on other OSes.

Dev-CPP is probably not the best way to do it. Actually, I'm not sure if it's even supported anymore.

I'd recommend trying MinGW -- if you're willing to work with a command line, it's actually the easiest way to do it imo.
