I think in the beginning the scummvm.ini was in %windir%, then it was changed sometime within the last 2yrs to be in the application folder - I think if scummvm.ini is found in %windir% that is used for backward compatibility - in any other case a new scummvm.in is created at the app data location. ...

The SVN version uses the same scummvm.ini as the release version. I believe it's at C:\Documents and Settings\loginname\Application Data\ScummVM\scummvm.ini - but the exact wording changes depending on windows version and login name (guessing here from the names in German XP). Errors like that are usually caused by faulty datafiles - either due to read errors when copying them from CD or if they somehow got corrupted during compression with the scummvm tools. You can also switch fullscreen/windowed using Alt+Enter. If fullscreen doesn't work it's usually a problem with the gfx card or screen not being able to switch to the resolution ScummVM wants to display. How recent is the SVN version you are using? (The official 0.12.0 ScummVM doesn't play Bud Tucker)
According to this thread the German version of But Tucker should be playable in ScummVM since Nov 30.

You don't need to install CoMI, just copy over the data from both CDs to the harddisk.

Also, does ScummVM tell you that the program file was not found? The wording of the error in ScummVM is different.
