That'd take some time to implement. I've compiled a custom ELF for you, which will always start in NTSC instead of detecting the console type.
This is the ELF file only. Use the other archive and simply replace this file.

Error code -203 simply means that the file wasn't found. Did you forget to add it to the cd? Or did you add it to a different path than the root directory? :) It could also mean that the PS2 is having problems reading the CD correctly. Maybe you should try a different CD-R brand and/or burn at a low...

Your Sony HDD should work. The most common attempt to copy game data to the HDD is probably LaunchELF's ftp server. Be aware that it's not too simple or intuitive.

Well, the bin+cue thing is made to be used with a cd recording program that supports images, apparently the windows xp recording thing can't handle them. You can just download a demo version of Nero or a similar tool to use them... Or you can ignore the make_iso and bin+cue thing completely and try ...

I have tried copying the scummvm folder with the monkey island 2 folder inside it and the scummvm.bin all into the cd and it didn't work. I also tried copying only the scummvm.bin file and it still didn't work What exactly do you mean by that? You aren't supposed to burn a cd with the bin as a norm...
