Long story short: Full-screen doesn't always work. Fingolfin explained the details here . What you can do is get the Win32 ScummVM Daily Snapshot from the downloads page and then use the OpenGL graphics filter. This allows to stretch the window to any size. None of those are supported by ScummVM, but all are DOS games so you should be able to get them to work with DosBOX.

If I remember correctly, the scrollbar up/down ^V buttons of the Luggage window behave exactly like you would expect.

So if tapping once on them is like left-click, then you should be able to scroll by tapping them.
Click&drag/swipe may be not working but left-click/tap surely should...
