Hope this question isn't too stupid but what do you mean by DXA cutscenes? DXA is an alternative file format for the cutscenes of some games (which furthermore has superior quality than the MPEG ones you probably have). It isn't currently supported from ScummVM itself, since SDL just can save directly to BMP. You have several options: convert the BMP to JPG or your desired format with an external program, or using your operating system facilities for making screenshots (usually using the "print screen" key).

I also experienced this on linux. There was a bug in the kyra engine when playing WSA files which was just fixed today (http://svn.sourceforge.net/viewvc/scummvm?view=rev&revision=26786), so this may be the reason if the WinCE build was done while this bug was in. From what I've read, the DXA codec is lossless. I think you should be careful with the scaling of the pngs, so it doesn't add new colors from the interpolation and the output image is written in 256 colors (better if they're the same colors of the original image).
