definately no ! the only scummvm.ini I have on my machine is the one in the same directory as scummvm.exe (just did a full drives search for scummvm.ini, even inside hidden and system folders). I'm using my ScummVM stuff for years on a separate USB HDD with everything decompressed, installed, etc on...

after reading the good news on planet.scummvm.org (Discworld 2 support added to SVN), I downloaded and compiled latest SVN. guess what ? just completed the whole game with subversion build november 23rd. everything was working great (except the already know AI problem in the labo). just retried the end of the game with latest build, and track2.ogg is working like a charm during the whole ending sequence and the credits. good job guys...
