That sounds like an issue with Steam, rather than ScummVM. You would need to ask in the Steam support forums about that.

I would try this on earlier versions of ScummVM i.e. 1.8.0 or 2.0.0 to see if this is a recent regression in function. If so, then you should report this as a bug, but that is done on
