I don't know if the lzss algo is the standard one.
2 years ago I decoded this algo in the game itself, I didn't try to use a standard algo on the the game files.

Compare the Scummvm and a standard decompression algo to see if you can use a standard lzss compression algo to modify resources files.

I made a resources Exporter/Importer for Mean Streats and disassembled the game program to allow its translation.
The translation in French is in progress.

I know there's also a 3D engine in this game, but if a ScummVm developper wants to support this game, I'll give him all my stuff.

In fact most archives contains Bink videos so there is no support possible for this game if a solution is not found about rad's license. Just wondering, will EMI be supported by ScummVM one day? Game [Escape from Monkey Island] is not good enough. ScummVM includes English and German texts from ITE.EXE so I suppose that the german version exists.

I don't believe that a french version exsits but a team of amateurs is working on a french translation. (amateur comes from the french word aimer)
