I thought I've seen some minor jerking in "The 7th Guest" on my 2,6GHZ dual core, 1GB RAM, GeForce 6600GT desktop PC, but that might be just my imagination :-). Just to be sure, even with games like 7th Guest or (in a future release) 11th Guest, there won't be any problems on a PC this old...

Yes, this might be the case. By resizing the image to half width/height, four pixels become one, and the average of the four is used for that one pixel. I just tried to reencode the DXA videos from Feeble Files. I extracted the PNGs, and modified them to keep only 1/4 of the information while maintaining the dimensions. I've just checked, and you're right about that - ffmpeg only supports decoding a DXA file.

Is there any other (command line) tool which supports encoding of DXA besides encode_dxa from the SCUMMVM tools? I want to do some modifications to image quality/size.

Is the DXA format used in SCUMMVM different from the DXA format implemented in ffmpeg? I.e. could I also use ffmpeg to recode video files for SCUMMVM?
