Bud Tucker : Seedy street glitchy?

On the main seedy street screen (with the tie loving bouncer the dual paint brush wielding guy, etc) the game seems very glitchy;Like the words for your next action do not appear or the icon screen not clearing for a conversation. I vaguely recall it like this on DOS, but I was just curious if this was really how it was. Strange some of the things developers let slide.
