You should copy the files to the hard drive. You need all of the files listed here. Also, you must rename speech.clu on disc one to speech1.clu and speech.clu on disc two to speech2.clu.

how about some rtfm?
there is a file called README which comes with scummvm...
3.7) Broken Sword notes:
---- -------------------
Broken Sword 1 and 2 both come with in-game cutscenes compressed using
RAD Game Tools legacy Smacker(tm) format. As RAD is unwilling to open
the older legacy versions of this format to us, and have requested we not
reverse engineer it, Revolution Software has kindly allowed us to provide
re-encoded Broken Sword cutscenes for download on our website:

http://www.scummvm.org/downloads.php

These cutscenes are provided in MPEG2 format with OGG Vorbis audio.
Viewing these cutscenes thus requires a version of ScummVM compiled
with both libmpeg2 (preferably 0.4.0 or greater) and libVorbis support.

The cutscenes should be placed in the main game data directory. Note that
currently this requires either copying the game to hard disk or reburning
customised versions of the game CDs.

The instructions for the Broken Sword games are for the Sold-Out Software
versions, which are the ones you are probably most likely to find in stores
now.

I've got the same problems. Everything else seems to work just fine.
But I can't follow the links, I keep getting 404:s :?
Would it be possible for you to post the required files list?
Also I need the cutscenes files.

Well... now I've gotten the sound to work. Both music and speech. Now it's just the cutscenes that are missing. I fit's any help I've got RADtools and I can watch the scenes with it.
It's just not the same watching them by themselves :P

The ScummVM web site appears to be down at the moment, but you can probably get them from the downloads section on the project page on SourceForge.
