Does anyone know how to install/use uLaunchElf? And does it need to be on a DVD or can it be on a CD?

This is the problem. In order to run homebrew like ulaunchelf or even scummvm for that matter. You need to have modded PS2 or use an independant exploit. I'd go with the exploit. Search for PS2 sites, they are many tutorials around the net.
