Scumm game creation utility

Is there any utility that allows us to create games that could be then run on scumm? Since scumm is available in a wide variety of formats, small adventure games could be released in a easy and simple way with such a tool.

And another question. The DS linux team has just released a driver that allows for 36 mb ram using a m3 sd card. Can this memory in the future be used for scumm? I heard about a 8 bir read/write limitation that could prevent this, but i´m not shure if this driver has that limitation present? And if it does, is there no way this extra memory caould be used?
